The game was running in the background and the comm. pack was instantly available in the in-game shop. Got the N7-Crusader I. Well, no gift-pack but maybe that will come later, when BW offically authorizes it.
The ones, who recieved gift packs by the chat rep´s now, are lucky but as other´s also posted this is not a common procedure. Some get it now, some, like me, not. I hope too BW will distribute a gift- or compensation-pack for the time not beeing able to play to all who didn´t recieved such a pack via a chat rep.

Had him too, actually a nice guy, but he told me something completely different. And according to the forums the issue is fixed, so I don't know if anybody told the support guys that.Keltikone wrote...
Jaideep the live support agent informed me a few hours ago that the devs were aware of the issue and while there was no forecast of a fix, I should watch the forums to get updates.

He may be a nice guy, but if people in this thread are getting thier problems fixed by a CSR, he's a sadly misinformed guy.

To get your commendation pack (if you have not already):
Note for Internet Explorer users: If having issues, try a different browser. EA's support site doesn't tend to work very well with IE.BTCentral wrote...
Multiplayer works again, and I just spoke with EA Live Help to get my commendation pack.
That's the quickest chat I've ever had with EA support, took all of 30 seconds to connect and two minutes or so to get my commendation pack added.
Important Note: For the Live Chat option to be enabled you may need do the following (I had to, from UK):
1) Go to: https://help.ea.com/contact-us
2) Click the "Log In To Your Account" button and sign in with your Origin email & password
3) Scroll to the bottom of the page, in the bottom right there is a "Country Selector" select United States
4) Product: Mass Effect 3 (choose your edition), Category: Technical Support, Platform: (Plaform)
5) Click the Live Chat button and wait to be connected
Changing the country to United States instead of United Kingdom is what enables the Live Chat option for me.
When you're connected to a support rep, simply explain something along the following:
"Hello, I participated in Operation Exorcist on (platform) and did not receive my commendation pack reward. I appreciate there have been server issues recently and it was mentioned on the BioWare social network that if I spoke with you that it cold be added to my account for me."
They may ask you a few more questions, but a few minutes later you should have your shiny commendation pack.
Got the Hurricane I this time personally, which means the only one I'm missing is the Valiant that I was hoping for.

Or if you use Origin, simply go to the settings tab, choose Origin help and click on the speech-bubble icon on its top.
