[/quote] No, the humans found Prothean technology on Mars, and found Eezo deposits on Mars. They then found out that the moon Charon was actually a Mass Relay, and they activated it, went through it and started a war with the Turians. Then they went to the Citadel.
They jumped forward technologically because they found Prothean and Mass Relay technology. The Raloi were found by the Asari, they hadn't actually found any technology. The Raloi are still 'primative'.
