I notice the forum here sucks so badly that it converts a single backslash character to double backslashes. I have no idea how to edit/clarify any pathnames with double backslashes for you. Make a mental adjustment on path names and commands as necessary.

Creighton I didn't regurgitate the entire section 3.2.4 of that link. I originally copy/pasted the section but the formatting came out wrong and it would have just confused you and me both to try to fix it so it was readable. Anyway, those CD commands were just a subset of what you need to do. Please go to that link I linked a while ago, look through that ridiculously long post for section 3.2.4 (which itself isn't too bad) and go step by step very carefully.
Details count. Spelling counts when running those commands. If you go word-for-word in that short section 3.2.4, you will be able to uninstall the service and reinstall it. Then you can start the service up as prior posters instructed and you should be able to log into your profile in-game and get your DLC authorized. If you get an error or get stuck on something, post your question/issue and we'll get past it somehow.
About the CD thing... I laughed once I figured out what you meant. That was awesome.
