I look at it as preference I never use scopes on any of my weapons that's what sniper rifles are for in the first place.

Yeah, I found that putting a scope on the Mattock kind of made carrying around a Sniper Rifle to be somewhat pointless. I still carried one anyway out of habit but it felt really stupid and redundant. I also wish there was an option to zoom in and zoom out ( the more important option of the two since adding a scope to your weapon makes it zoom automatically ) with the scope mod.

I find the scope mod to be both useful and harmful in certain cases. Although it's particularly useful in long-range guns, I think that it becomes terrible for closer ranged like shotguns. I find it terrible to aim, and I'm too close to the enemy giving them openings. It may just be me though since I'm not much of a Sniper person.

Gotta say, I disagree with the OP.

The overlap is GOOD overall. Different classes get different specialties - some get AR bonuses, some get Pistol bonuses etc. Having some overlap in the weapons allows you to perform multiple roles with different classes.
