Seriously, my N7 rank is 180, and that's because I promoted 2 in order to get a Commendation pack in one of those events.
I just don't understand the appeal of grinding more and starting it over again.
I personally prefer having everything on level 20, so I can pick whatever character I want at the moment, and use them to maximum effeciency at all times, and thus have a higher chance of success.
So why exactly are people promoting, instead of keeping all classes at level 20 and enjoying the power?
I really don't get "promoters".

Because it's fun and allows me to try new builds without using a reset powers card. It also serves as an incentive to go back to bronze/silver.

I do it as a replacement for re-spec cards...

To try a different build without a respec card, to increase war assets for SP, or to increase epeen size for the truly desperate.

because it makes it more of a challenge when you are playing a lvl 1 on gold...and i hate to see all that XP you get go towards nothing...it's like skyrim, your know you will never you that steel sword, but you pick it up anyway because you just cannot let it sit there on the ground...

Not like it takes weeks to build back up to 20. It takes 3-4 rounds of Bronze/Silver to get back to level 20. Why NOT promote?
Love walking into a Silver match with a level 1 AA and just headshotting my way through and racking up XP.

so you get some use out of all the character cards (the experience part) you get when you've maxed out the weapons.

I do it to try new builds and because it only takes like a couple hours to get back to 20 anyways.

I don't understand it either which is why I promoted only during that challenge weekend (promoted 3 characters cos I like the number 210 better than 180 lol).

I do this too, each time I choose a different route/character/weapons/mods. I'm constanty discovering new fun ways to play. In what seems like a few games I maxed out the Batarian Soldier and I am about to max out the Krogan Sentinel. Using various shotguns on both classes and I NEVER use shotguns, they're alot of fun.

because the journey is better the destination.
Level 20 is boring and too easy.

This right here. The only time I've promoted for any other reason was during the weekend event, same as TC. My N7 rating is about 600 though.
I don't like Bronze. After promoting it is a chore leveling up out of Bronze, usually about level 10-15 I switch to Silver. I am not Mas Macho enough to take a low level onto Gold.

I promoted so I could respect all 5 of my characters in the line.
But I agree otherwise it's kind of silly.

I promote because I like the challenge of an underleveled characetr in Silver Gold.
It's always nice to have that level 5 character in a group of level 20 players and showing everyone just how little things like character level actually mean. Especially when one or two try to votekick you and rage into the mic "Stupid n00b, go back to bronze!", only to see me handily top the score and see them leaving after the match. It is insanely satisfying.
Plus, as I am getting mostly character cards now anyway, I do not want those free XP to go to waste, so I promote my level 20s before I go on a buying spree.
Rince and repeat. If I am grinding for gear, I might aswell get something from those redundant character unlocks.

So I can try out new builds? Maybe you haven't noticed but you get two choices for powers once you hit the 4th tier. Maybe I want my Frag Grenades to have a larger radius over the larger damage? Maybe I want my Sentry Turrent to fire rockets and not have a flamethrower?
Many reasons. I still haven't got all the characters so I also promote when I get one so I can build it from scratch rather than having it at level 20 straight off.

I promoted them for the specials weekend, and then I promoted my others to make single player a bit lazier.

Mainly to try out new builds. I don't get a lot of respec cards.
Another benefit is that promotions are permanent war assets for the single-player. The MP servers aren't going to stay up forever, and if I want to replay this game in a couple years I won't have to worry about coming up short at the end.

I'm not much of a promoter either. I'm sitting 240 and have been for weeks. I get respec cards enough to not want to level up again.

For me it stops me from getting bored. When I promote a character there is something to work towards, getting back to level 20.
