I do it as a replacement for re-spec cards...
I really don't get "promoters".

You get:
To try new builds
Increased assets in SP
To give purpose to character cards from packs
To make the game more challenging by starting over
To give the MP longevity by saying, "just one more level" etc.

But by now, it should be very clear to those who claim not to understand "promoters" why they some chose to promote. May not mean much to you, but it may mean alot to someone else.
In my case I promote because:
- I simply like the challenge of having to do more with less. Level 20 is too easy and predictable for me. Sorry, I find Level 20 is just too boring so I promote as soon as I reach it.
- It gives me a chance to re-spec often and perform slight variations in my own strategy.
- Leveling up to 20 is way too quick and it only takes a handful a matches to get back up to gold capable levels... so why should I not do it?
- I still believe it helps in SP. So far I've promoted around 55 times and I am not done yet.
- I don't mind level 1 since most of the weapons I care about are at level X anyway.

I wish each race within a class could be leveled up independently.
I also wish less experience was awarded at the end of each match.

- Try out new builds without using a respec card
Pretty much it for me.

Because it's fun and allows me to try new builds without using a reset powers card. It also serves as an incentive to go back to bronze/silver.
This, this right here.

Seriously, my N7 rank is 180, and that's because I promoted 2 in order to get a Commendation pack in one of those events.
I just don't understand the appeal of grinding more and starting it over again.
I personally prefer having everything on level 20, so I can pick whatever character I want at the moment, and use them to maximum effeciency at all times, and thus have a higher chance of success.
So why exactly are people promoting, instead of keeping all classes at level 20 and enjoying the power?
I like to level up and try new builds. I don't to stick with the same thing for too long, even if it's a powerful build. The game is repetitive enough by itself, experimenting different builds give some variety to the game. Plus, it's fun to play gold with a level 10 =D
The N7 level means nothing, but the truth is that you have more respect in lobbies if you are high level. D*mn, they even let you use stupid builds sometimes just because they think you know what you are doing, since you are a experienced player.

It adds new elements to the game again. Having everything already at your disposal presents little challenge as time goes on and becomes boring.
So... doing the same thing over again is somehow new and exciting?

Promoting just increases the time interval of the task you're repeating from "every single match is a repeat" to "every 8 match is a repeat".
I guess there is some psychological validation to this, though either way, we're going to get bored of it at some point. But if anything, grinding is simple, which is why MMORPGs are also so popular, and ME3's MP is quite similar to one in terms of its mechanics.

I think it's less about grinding being simple than more that it requires a specific mindset to actually do the grinding in the first place.
Some people see a leveled character as their gaming epitome, others take the process of leveling itself.
I think basically you can roughly draw a line between two groups of "promoters". Those that promote for the promoting's sake (ePeen measurements or other reasons applicable), others promote for the grinding's sake (new builds from scratch, not wanting to waste character card's XP boni (ePeen measurements not mutually exclusive of course)).
The difference between grinding and playing leveled characters is simply a completely different appeal to what they think is more "gaming" to them.

So Level up on Bronze to 8 or 10 then switch to silver and hope the team plays as a team, if so I can breeze through, point is it has taken this many games for me to get what I feel is good enough to go to the next level.
When I can get through a few days of silver matches without being killed more than say once/twice on silver then I personally feel I am ready for gold, I understand at the same time the team can have a massive effect on how well you do.
I suspect I will promote one more time then just play silver or gold, I do find bronze fun, I get to try all the weapons and find what works best for me and the character, I can try different things when assigning power etc.

those are the same people who believe that N7 matters.so when your N7 is high, they'll believe that you are Le Pro and will not question your loadout.
pretty easy to boost it with the new Character cards,if you have maxed all uncommons and rares.i usually keep my Soldiers,Sentinels and Infs for Gold and promote the rest all the time.
