I've done the Circle, Ashes, Elves, poked around a bit in Denerim and now I'm going to go enlist the Dwarves...
But for some reason (simple, I'm sure!) whenever I go to camp and try to chat with folks, my dialogue with Alistair is stuck on two choices - the "ask about Grey Wardens" (which I have done, so there are no options and it reroutes me to him asking me what I want), and the "can you make someone else a templar" (which I have asked him, so he just tells me "I said no" and reroutes to him asking me what I want).
I want to get his personal quest, work on a romance, etc, but can't do anything if I can't talk to him!
Stuck with Alistair dialogue...?

Have you been to tea with his sister in Denerim? That usually sparks up a chat or two. Have you given him presents? But even if you have done those things, he eventually becomes a bit taciturn I'm afraid.
Actually, now that I think about it, you may have to go to Redcliffe to really get him talking to you, if you haven't done that then maybe go there before you go to Orzimmar.

I have been to Redcliffe (hence the Ashes quest) and found his necklace and gave it to him - I understood his sister was the personal quest? I can't learn about her because (there's something I haven't done, lord knows what) and he won't talk to me!

Has he mentioned that he has a sister to you? If so, go to Denerim and when you are in the market place walk past the front door of the house that's next to Wade's (it's the building before Wade's as you walk past). See if that helps.

What's his approval rating AND the label it gives for that rating. (The label tells if you messed up somewhere or not as it can be different even with the same level of approval.)

If you haven't done it already, give him whatever statuettes and figurines you come across. He likes those kinds of gifts, as well as the runestones.

Right now he's at +11 (neutral), I took a big (-21!) hit after the Connor quest and have been attempting to chat him up every chance I get but, no dialogue options makes it kind of limited...I'm trying to get presents he likes, but thus far the best I've done is a +5 for his mother's amulet.

Ouch! That was a massive Approval Crit!
It is possible that you wounded his Approval. Raise it up and see if the label changes.
It is possible to end up with merely friendly at the max approval with him even as a female PC depending on your dialog with him.

Yeah, I'm really generally pretty good with dialogue (which raises approval) but since I don't have any options I'm basically plunking away at it one gift at a time...wish I could figure out why my dialogue options are gone!

oh dear, you may have some hard work ahead of you, you really need to give him 'action figures' then - the statuettes and runestones mentioned in post above, you need to get him to like you more again.
Re his disapproval of killing Connor. This drives me MAD!!! When you are discussing the options with all your party, teagan and the annoying Isolde, he actually suggests killing the brat himself! And then he has the audacity to come and shout at you for your part in it. Slap round the ear time if you ask me!
