Never trust the damage bars. The M-99 has a damage of 389-486 (level 1-level 10). A carnifex has a damage of 276-345 (level 1-level 10) In other words, one bullet from an M-99 will do nearly 1.5x the damage of a same-level M-6. Even at level 10, the Saber has superior damage, and has far more spare ammo, at level 1 it sports an extra 12 shots compared to the carnifex (M-99: 48 rounds, M-6: 36 rounds). There is a price of course: the M-99 is rather heavy, has a slower rate of fire and is slightly less reliable when fired rapidly. Remember though, that on gold, lower power means that your DPS drops like a brick. The 50 decrease in power to a carnifex has a greater effect than it does on the saber, which retains its high DPS.

In other words, the Carnifex is useful against most applicable enemies, but the Saber will outlast, outpower and outperform it even when its a 2:1 level ratio. In the hands of a trained marksman (who I will not pretend I am, but I'm a decent shot), the M-99 will ring true at the higher difficulties as the high-caliber non-sniper weapon for the job. However, I sincerely note that if you are using a power-heavy class, use of the lighter M-6 is the better one. The power-weight ratio on the carnifex is good compared to the saber.

At level 10, I would take the M-99 over the M-6 anyday, but until then, use the M-6 for power-based classes if you're in need of something high-caliber.

If you're talking infiltrator, the Carnifex is a beast.
No cooldown penalty + one shotting troops.

I have a Saber VI and it lets me have like a +105% recharge or somewhere around that.

Not too shabby at all.

If you use a lot of powers, the Saber is a bad choice.
If you don't use a lot of powers, the Carnifex is a bad choice.

Feels like at this point EVERY class spams its powers

I recently came to this question myself. Going with carnifex until higher level saber, mines rank 2 and not to shabby. But power spam over everything it feels

With the carniflex I think you need extra ammo for one item buf if it is your primary weapon. Saber doesn't need that. But geez, it is heavy. Carniflex is a very light weapon, but has the punch to be a main weapon. I tend to go with the talon though for pistols, unless weight is critical. I'd pick talon over saber unless I need two bufs and I can't have extra ammo, e.g., I need to add extended barrel and armor piercing. The pistols don't have enough ammo with that. My saber is at level 6, and usually I would go with a talon or a talon plus a somewhat lighter weapon; the saber has promise, but if you have some of the other ultra rares at high enough level, I don't think the saber makes up for the weight.
