I've searched on gamefaqs, gone to the place others have said
where they've found him, but I haven't found him in the Denerim market
district. They said keep walking straight when you enter Denerim, he
hasn't been there though.

The only things I can suggest is that you make sure that you're actually on the quest (check your journal), and enter Denerim from your camp or other area on the world map to ensure you're entering Denerim from the correct entrance. (They don't mean the tavern entrance to the Market. They mean the main entrance when you arrive at Denerim from elsewhere.)

I don't know if it possible to encounter a second option of that quest while running around the world map before running into the old guy, which would preclude this part if it is possible.

Otherwise, it would have to be some kind of bug.

...

You go towards the entrance and then left where you find one of the Blackstone Irregular grieving widows.

He is in that area with a bunch of dudes.

Unless you managed to trigger the encounter with his son already (an encounter in which you were unable to do anything.) If that's the case, you'll never see him. The quest is seriously bugged. There are threads about this here and there...

Does this encounter happen before or after landsmeet?

Well that's annoying.

I don't understand how I'm suppose to pass this task, I loaded an earlier save, got the quest again, but everytime on my way to denerim from redcliffe, i get stopped by his son in a 'random' encounter. How are you suppose to do this?

Bump. I've been a perfectionist the whole way through, so I'm not going to be advancing until I can find someway to get this done.

Can you load from an earlier save where you have not gotten the quest? If so, wait til you get to Denerim to pick up the quest.

I was never able to pick up the quest in Denerim, it was only offered in Redcliffe. But yes, I did load an earlier save, and after some experimentation (and getting it to work), the only pattern I could recognise is that you need to pick up the quest before you do the unbound quest.

When I did unbound, then tried a change of leadership, it wouldn''t work, when I did it vice versa, it did, so....

So that's why I've never, ever seen Raelnor. I have always, always encountered his son while traveling to Denerim before I find (well, fail to find) Raelnor.

I found him after landsmeet. He was in the area of houses near the city map exit. You have to agree to take the quest to kill him first (Blackstone Irregulars quest I think). When you find him you have the option to make a deal with him to kill his son or kill him. His son keep popping up on my way to Redcliffe to prepare for the final battle. That was annoying after I killed his father.
