Forgive me if this belongs in another section but this is a technical question.
I seem to recall importing a photo of myself into FaceGen and then converting it to a .dds file for Oblivion. ???
So my character had my actual face.
Will something like this be possible in DAO?

Theoretically, it should be. It would require fitting the photo (or photos, if you have several) onto the face's uv-map, similar to what said utility would have done for Oblivion. Getting it to work with the existing character customization system might be a bit tough, but I'm sure it is (or will be) possible.
Edit: Speaking of which, how exactly do you open DAO's texture packs? Can the toolset do it?

Unless facegen was used by bioware it wont really be an option, and i don't think it was.

The .dds files for Oblivion were the texture files that were applied to the model. It's not possible to apply textures to the faces in Dragon Age using facegen.
It is possible to import the sliders but you will get errors and it won't come out exactly as it should.

Is there a method of scanning a photo into the .dds format ot get an apporximate of a FaceGen that "Eclipce" can render for CHA model? even a Third Party Tool like PoV used to do for 3DS MAX ...

The texture is just part of it, the faces in DAO are generated by changing geometry itself as far as I know.

I'm not actually sure it's possible to use a specific texture for a specific human character... it depends on if the game uses a texture for each head morph, or if the texture data is generated procedurally based on a set of attributes.
You can definitely make a custom creature with its own appearance/model/etc. but that might severely limit your options for animations, and may even totally rule out any facial animation whatsoever.
Not sure why you mention Eclipse... are you talking about the built-in lightmapper EclipseRay, or some other software?

Eclipse Engine is the Software that drives DAO so I figured anything that would export the textures to a format it will read will render the face. Would love to see Monica Bellucci or Yasmeen Ghauri staring out at me ... just don't know how ot get the look into the Game file as yet

To get the look you have to change the face in the toolset morph editor, I used it to model a likeness of my face for my mod. It is not perfect but I didn't spend hours on it to achieve perfection.
