So I tried this out, and it certainly works, although I think it's a little crazy. The power doesn't work as described--it causes damage even on melee-only characters, so it has nothing to do with "weapon backfire"--and doesn't indicate kills when they happen. I think something is glitched here, but it's definitely a ridiculously powerful ability for a QI as it stands. It's basically just Magic Damage Insta-Bomb.
It doesn't indicate kills because you don't get them. The person's equipment malfunctions and electrocutes them. It's an accident in the work place, and nobody is to blame.
As for Brutes, Husks and Banshees, we'll assume that their reaper tech is sabotaged rather than their (lack of) weapons.
