I downloaded the ARRV DLC for ME2, and i don get any message popping up or a way to start the quest.
I've finished the game and have Lair of The Shadow Broker also, which worked fine.
How do i start the mission?

Assuming Shepard has been given the mission by Admiral Hackett just go to your galaxy map and look for the Viper Nebula, which contains the Bahak system where the Arrival mission takes place. The nebula is very near the bottom of the galaxy slightly off centre. If it's not there I'd guess it hasn't installed properly but if it is then you can start the mission simply by traveling to the Bahak system and landing on Aratoht. If you haven't yet been given the mission by Hackett but think you have installed it then you should be given it the next time you access the galaxy map anyway. You'll end up taking Hackett's call in private in your quarters and can have a conversation with options to find out more of what the mission's about, after which the Viper nebula should be on your galaxy map as above.

Having the same issue.

I've tried restarting the game multiple times, going in and out of the galaxy map, spending time walking around the ship waiting for an incoming message...Nothing.

I'm going to try re-downloading the DLC pack and reinstalling. Hopefully it works...

c0mc0, what stage of the game are you at? No matter what you do it will not become available until you've reached a certain point in the main story. Off the top of my head I think that's somewhere between Horizon and the Collector Ship missions. If you're way past there then it sounds like something's wrong, but if you haven't got that far yet then that's why it's not appeared and reinstalling won't help you. Just need to play more.
