Without the ability to unlock stuff the game really isn't that fun to me. I mean there just isn't enough variety to keep me engaged after playing it as much as I have without a sense of progress to keep me going.

Yep. All my Rares are maxed. And I know someone that hasn't maxed his Rares (not even his Uncommons yet) and he has nearly triple the amount of Ultra Rares that I haveAtheosis wrote...

Not sure if it's just luck or not, but it almost seems like it does kill your chances of getting them. "RNG" can be quite annoying sometimes.
This is apparently pretty common from what I gather. I've actually been browsing manifests and noticing that a lot of the people who have lots of higher ranked N7's than me haven't even unlocked everything else. And that just boggles my mind. And it's not a rare enough phenomena for me to think something weird isn't going on. Seriously I have gotten one ultra rare out of the 60+ PSP's I've pucrchased total. There's bad luck, and then there's just bull****.

Yeah that's the main point of this thread. Not simply to complain about the situation, but to voice the need for a way to unlock ultra rares that isn't completely random. Because as it is, some of us seem to really be getting the shaft.

I would be fine with just changing the specter(and PSP) packs so they always give you items you don't have.
Getting charachter cards you cannot use in rare slots is beyond frustrating. Fix that and I think alot of peoples complaints about the RNG would go away. That way, even if the RNG doesn't give you what you want, it eliminates other options so forward progress is made.
Right now, its almost impossible to level up N7's as the drop rate seems to be well under 5%.
How about this:
Weapon Pack- always gives a weapon you don't have.
That would fix the problem.
