What are the two things on everyone's backs? Shield generators?

 So first, the question. What are the two stripes of lights on most character's backs? It's most visable and noticable on Commander Shepard, but the stripes of light are on most character's backs. Are they shield generators? They must serve some sort of purpose.

Second, a bit of context. I was watching a show on twitch.tv called VIdeo Games Awesome, and they were playing through ME2. The host asked why Jack wasn't completely topless, and the co-hosts agreed that the real world reason was because nudity wouldn't be allowed. But I noticed that Jack had two stripes of lights attached to the strips of fabric on her back.
Then I noticed those stripes of lights on a lot of other characters. I was playing ME3 at the time, and even Javik had them! Why would a Prothean have these stripes of lights if not for some real world practical purpose?

Now, I've only noticed these stripes on military personell or people who are combat ready, no civillians have them. Also, I've noticed that several characters do not have the lights, but have two shapes on their back, near where the lights would be, unique to their outfit. I think Jacob has circles, and Miranda has these kind of swooping shapes that follow her sholder blades, but almost every person has either the lights, or what I believe to be disguised versions of what the lights are a part of.

What purpose do these things serve? If they serve no purpose, why put them in? Art for art's sake? I don't buy it. If it was that simple, Why would they be on Javik? My theory is that they are shield generators or maybe biotic field boosters for biotics, who use barriers. Does anybody else have a theory?
