I know I've seen this question posted before but I can't locate it on the forum. I would like to know what the percentages are that are listed for weapon abilities, ( On Hit Stun 75%/ 1- round). I would also like to know if the DC listed for said abilities can be increased through crafting or any other means.

i Can say, off the top of my head, that the DC for these properties is either hard-coded or at best controlled by .2da files ( iprp_onhit* ). Enchanting only goes so far -- for item properties like this -- and comes as a package set,

The x%/y-rounds means there is an x% chance of the effect firing on each hit; once it fires, the victim gets a saving throw to negate it. The y rounds is straightforward - that's how long the effect remains if the victim failed his save.
There is no way to improve these properties with crafting UNTIL you are very high level in MOTB (or a custom module that uses the MOTB crafting if any such thing existed). Even then, the recipes are not "published" in the game and can be found only by trial-and-error, reading gameguides, or poking into the scripts.
You can edit the abilities, but only discrete packages are available, not a continuous spectrum, so your best bet is to use the toolset or a trainer module (Vordan's Hero Creator, for example).
