Mine is broken too, it let me log in after 5 tries and play a match but I can't buy anything from the store.

the resurgence characters are back when you log in the next time. happened to me couple of times. restarting the game always helped.

I tried a full exit of Origimn and ME3 and still get the server connect error but when I hit the connect button it take awhile and connects but no Resurgence charcters I guess if it is that breaking it they should be back when they fix it.

In the mean time I'm taking screencaps of my multiplayer manifest just in case.
