I think both of the Dwarf origins are good candidates for evil. Dwarves are sorta sketchy to begin with.

But the casteless dwarf lives a life of crime. Mugging, killing, anything to earn favor with the Cartel boss. You have no choice but to bloody your hands just to have food to eat.
The city elf has his cousin raped, if female has her bethrothed killed. We are talking about the whole origin story, not just the social situation of the race in question.
