Who actually fallows BW's tip of leaving a star cluster until after you have done a mission to reset the reapers and how many do what I do and play cat & mouse with the reapers as I search for or pick up war assets in the systems?

I only dance around them if it can't be avoided (I think there's only one or two systems where you can't find all the anomalies without alerting the Reapers). They reset if you leave and reenter the system, so there's usually plenty of time to get any spots you missed.
The game auto-saves when you enter a system, so just figure out where all the anomalies are and let the Reapers catch you and then reload and go straight to where you need to scan. Easier than trying to dodge them all.

I do that to on occasion if I don't feel like trying to out maneuver them most systems are easy they have two items mostly the ones that are a pain in the butt are the ones with 4+

You can easily get every war asset on your first time in a system, and you can do it without ever dying. It's really easy if you know how things work. Here's what to do.
First of all, keep in mind the fact that scans closer to the red arrows on the edge of the system will alert them faster, so if there are some planets near the center of the system and some near the outside, scan the innermost planets first. You might get everything on your first one or two scans without even alerting the reapers this way.
Second, if you are discovered before you find everything in the system (and you often will be if you don't just remember where everything is off the top of your head), it's still easy to evade them and get everything in the system on one try. Once you are discovered, just run around, scanning like crazy while they chase you until you find everything or are about to get caught. (Keep in mind that if they are too close when you try to pick up fuel, you will die as you are picking it up, so give yourself some space.)
If you are about to get caught, just leave the system and then immediately come back in without going anywhere. They'll still chase you around, but you will enter the system based on wherever your ship is facing when you hit the button to reenter , so you can turn your ship slightly before you come back in, and this will allow you to start looking in whatever part of the system you didn't get to before they chased you out. For example, say you've scanned every part of the system except for the top right portion. Just leave the system, turn your ship so it's facing down and to the left, and hit the button to re-enter. Keep doing that sort of thing until you've found searched every part of the system, rinse, and repeat.
