Just rehire him. Add some funky distorter to make him marginally sound less the same.

I think Fenris' voice worked for him, would work for a human, and possibly a dwarf. So the female equivalent of that would be good.

Yes, this. I want someone with a versatile voice because I'm so hoping we will have a choice of race again. I know it's a dream that is unlikely to happen but I will continue to hope for it until Bioware tells us otherwise.

As I said, someone that sounds like them, not those actors themselves. For one thing, not all are around anymore. And secondly, the price would be too much. But I am sure they can find voice talent that can come close enough.
