Can't Fight the Final Boss

 I'm not sure if I'm doing something wrong, or if this is a glitch. 
I'm on the final boss (giant human Reaper with Collector swarms) for the second time. The last time it was for a different Shepard, and on “Casual”, but now I have a different Shepard, and am doing an insanity playthrough now.
For some reason, the Reaper isn't moving. At all. It's just hanging “dead” like it was in the cutscene. I can't attack it, the tubes I need to shoot won't open.
Harbinger and the Collectors are still coming after me, so they're fine. Just the Reaper. Which is kind of important.
Can anyone help me out here? I'm assuming this is a glitch, but either way, is there something I can do? I have yet to install the latest ME2 patch, if that has anything to do with it.

Edit: I added all patches. The Reaper still won't move or glow, and I still can't damage it.

Hm...missed this one.....

Patches shouldn't be an issue. I played and beat ME2 before my 360 went anywhere near the internet connection.

Eliminate the simplest things first: are you paying attention to your squadmate's prompt to shoot the tubes? You've done this before you state, so is there anything particularly different? Have all enemies been defeated so there's an obvious time that the tubes should open?

Are you running off the discs or from the hard drive?

1) If you have installed the game discs to hard drive, I would delete the disc files (NOT the save files) and reinstall them. If you haven't, I would try installing the discs to HDD and see if that fixes it. If you have the marketplace version instead of the hard copy, I'd delete the game and re-download it.

2) It's also possible your save files are corrupted, which is more of a hassle. If nothing else helps, I would try reloading from your last save prior to starting that instance/mission. That's often the quickest fix.

3) If you know others with 360's, you could copy your xbl account/saves for ME2 onto a flash stick and see if it'll work on someone else's console and/or copy of ME2. There's always the possibility of defective discs or console.

I ended up having to load from my last save to get it working. Thanks for the suggestions.
