Tactics
The design of this build is to be able to take down anything and everything without limiting yourself to one style of play. You must be able to effectively use the 3 second cloak duration trick with Proxy mines to get the most of this.
Instead of going into factions because it doesn't matter, I will give a brief description on how to handle each enemy type. This build is made to be played extremely aggressive.
Humaniod or unarmored enemies should be taken down with a combination of Scorpion rounds and Proxy mines. I rush spawns and cloak right before turning the corner, proxy mine, then dump the 7 scorpion mines either on the floor near them or on the enemies. As soon as you fire the 6-7th round you should be able to quickly reload, cancel it with cloak, and launch a proxy to either detonate the group or kill stragglers. This does staggering amounts of damage and regularly clears out all but the heavies before they can move. It also stun locks almost every enemy in the game except for an occasional hunter/guardian. You can also launch all the stickies and quickly switch to GPS to decimate the enemies still being stunned by the chain explosions.
Heavies or armored targets require you to switch to your GPS. Simple well known tactics here, cloak then proxy then release charged shot followed by more shots. You can do more damage than almost any other class repeating this over and over. The Scorpion works too if you want to kill a group that surrounds a heavy it just doesn't take down the big guy as fast.
All of the annoying enemies are powerless against this, Phantoms simply cannot move and you can easily take down 3-5 of them at once with the scorpion and proxy mines without suffering a hit.
I choose the two best weapons for the job as the Scorpion has a nice rate of fire, lighter weight than a Falcon, and doesn't shoot blanks. Keep in mind its detonations are delayed so you want to wait to run in until after the chain starts going off. This is actually a good thing as you can spam the area then retreat to repeat as needed and allows a lot of cover tactics to work better than direct line of sight firing. Generally they are stun locked from the proxy mine so it won't really matter. Everything you have stuns or staggers the enemy so survivability is very high.
The power setup goes deep into fitness because with it you barely lose any killing ability, yet you become almost unkillable while in hunter mode. Keep your flank secure and if in a pinch break out your melee for a quick finisher.
Advanced Team Tactics
I decided to add more depth to the tactics guide and mention that I only run the alternate build now as I have learned the limitations and how to play within a team.
Your team can consist of any class it really doesn't matter, you are both the main slayer and the objective guy. The only thing that can really mess up your destructive nature is when they want to come along to see the action first hand. You need to have teammates willing to keep positioning so that the enemy continues to spawn in predictable patterns. Most players will have no issues with this as the matches go extremely fast and an entire spawn can be wiped out in 3-6 seconds.
Example: Firebase Giant. You have two teammates at the top of the ramp at the big base, one guarding the ladder area in the back. You run across from the ramp to the landing zone and spot the spawn with hunter vision. You should cloak, break the corner, proxy mine, then step back out of line of sight and begin spamming the Scorpion. As the detonations start cloak/proxy again to cause tons of tech detonations and get right in front of things shooting enemies and the floor with stickies. If you see heavies in the spawn, use the corner to shoot the ground in front of them until all smaller enemies are gone then fall back and continue laying proxy traps. By the time they get into view of your teammates they are half dead and have the 20% debuff on them.
Know your limitations and DO NOT get flanked. You do not want to get too deep into a spawn, its better to use the corner as cover and let them walk into the trap if they continue to spawn. If you get a humanoid target rushing you the Scorpion will stagger it with a direct hit allowing you to pump them up with 7 if needed. While your team deals with the Atlas/Banshee/Primes you should be in hunter mode scouring the map for everything else. You can easily engage 4-5 Marauders or like enemies if you play semi cautious. If you can keep the map clear of the mid to basic level enemies the remaining 3 teammates can easily take the heavies out. Keep in mind you can use cloak/proxy/charged GPS to do massive damage to larger enemies if need be easily taking half a bar off of a banshee.
If your team follows you in, just retreat as you will soon be flanked and the enemy will be scattered all over the map. It will most likely cost your team consumables and possibly a wipe on the tougher map/enemy combinations. You should easily be able to Solo Gold with this setup it is the most OP class and weapon combination I have ever played, it truly breaks the game.
The second way of playing is if you have an experienced team who can handle fighting without cover, you ALL go in. The combined damage output of this class with others also shooting is mind numbing. Keep in mind that direct hits can stagger an enemy just long enough to allow the rest of the chain to detonate and likely save your life. Clearing Firebase Glacier in under 20 minutes with just one person running this aggressively should be the norm.
Alternate Offensive Build Powers (For Advanced players only)

In order to compensate for mechanic changes, I went accuracy and damage for the claymore in HM. Without the damage it isn't possible to one shot brutes without the use of a rail amp.

Incendiary III or Disruptor III (Can use AP/Warp if you plan on using Claymore a lot but you won't get the tech burst)

Tactics
This setup requires you to be very quick and to have your timings down to a science. I would only recommend this for veteran or elite players as its easy to misclick a skill and end up with a 12 second CD that normally gets you killed. NEVER CLICK PROXY UNCLOAKED. This variation of the build is very unforgiving and requires you to constantly pay attention.
You need to use both the tactical cloak 3 second CD override AND reload cancelling to be effective. The best way to reload cancel the claymore is with the tactical cloak power since if it sudden is off CD you can just flow with it and proxy/cloaked shot. You can use tactical cloak while its on cool down to cancel the claymore's reload animation much like the PC player can use the medi-gel. You can get 2 reload cancelled claymore shots off between the tactical cloaks CD if you are fast.
With this setup you eliminate any weaknesses the build had as you can now defeat shielded enemies, deal massive damage to hard targets, and still have the aoe mass destruction of the scorpion. You can one shot anything except for Atlas/Banshee/Prime with the Cloak/Proxy/Claymore combo. You will find that each weapon suits different situations perfectly and depending on how many enemies and of what type you will be switching regularly. I regularly kill off the entire spawn of enemies around a heavy with the scorpion, switch to the claymore and 2-3 shot the big guys leaving nothing alive.

Hope you like the build and feedback is always appreciated. As with all my guides they are written for Gold only, but I would assume they would work even better in Bronze/Silver. They are all tested and work as described.
I appreciate everyones enthusiasm for this build as I have seen it re-posted, videos made using it, etc. It would be nice if you just linked them here and added input to the thread rather than "recreate" what was already created.
