Legion is a tank.
Garrus held the line for days against three merc groups.
Thane honestly shouldn't have done as well as he did against Leng, even if he was healthy. Personally, I think Leng should have completely roflstomped him. And had better boss fights. (explanation: Leng had a chance to backstab Thane when the latter had no idea where he'd cloaked off to. He instead show off to make Thane look good.)
Kaidan is fairly good, but he did get owned by the Evabot, so...

Hmmm... either Garrus or Legion.
Garrus has been able to hold his own against hordes of enemies.
Legion - especially with his upgrades - can tank a lot and probably can hack armor and weapon VIs to disable them.

I think, if they were smart, Garrus and Legion would ally and snipe everyone to death... with one bullet, total. And they both shot. See where I'm going here? No? I don't either.

Have to be Thane, he's the only true "killer" of the bunch. A couple infiltrators with sniper rifles are nothing compared to a real master assassin.

Legion and Kaiden would enter the arena, and then wonder where the other two are. Garrus would snipe them from outside the building, then Thane would drop on top of him and they'd battle it out for FemShep's affection.
Whereupon she'd tell them all to stop being so juvenile and get back to work.

Im sure some forgot Thane can move at the speed of light. Remember his loyalty mission? Literally vanished into a crowd, could probably be the same with air. And dont forget his Phantom like dodging skills and his powerful combos. Shields/Barriers have nothing on melee, only armor is a problem.
Thane - Better against Kaidan and Garrus
Reason: Reaction timing and accurate kill shots
Legion - Better than Thane
Reason: A robot that can take punches with his metal chasis
Its a duel of the robutt and the assassin.

If it was around ME3...sadly bioware forgot Thane existed, so I'll have to pass.

ME2 and ME3 Thane, because even in ME3 Thane would be in the shadows with a sniper rifle and head-shot them all. Garrus would be so cocky he'd just walk right out there Legion wouldn't see the point and he'd be crushed by Kaidan, and than Thane would pop both Garrus and Kaidan right between the eyes.
Just because BW was idiots don't mean Thane's dumber in ME3, heh in fact Kai Leng got his butt handed to him by Thane, and if Shep and co hand't stood there watching and having pop corn Thane wouldn't have died Kai would have.

In Thunderdome there is a distinct lack of range, corners and cover. This would put our snipers at a disadvantage.
Garrus would be great with set up time, terrain and cover, but since those are lacking and he does not have personal defense skills in any of the games he would probably go down faster than any of us would like to admit. Legion would be at a similar disadvantage though he has the geth shield skill and a drone so a little more survivability, though he and the drone would be vulnerable to an overload so he's also likely to be eliminated from a collaborative effort of Garrus and Thane.
Thane, based on cutscenes would be skilled in melee, but he would lack a hiding spot for an ambush and like Garrus and Legion his sniper rifle would be less useful. He lacks armor and known defensive skills but his lighter clothing affords him more flexibility which complements his acrobatic attack style. The downside of his melee style is that it relies on ambush for neck snaps and multiple quick strikes against enemies to incapacitate them. I would anticipate that he takes out Legion and Garrus early to take advantage of the confined space and to prevent them from setting up to do serious damage.
Finally there's Kaidan. His arsenal is short to medium range with pistols and assault rifles, so the limited range of the Thunderdome does not preclude or inhibit his weapon choice. He wears heavy armor and his skill set supports his personal defense and stripping that of his enemies. His emphasis on defense would make him a lower priority for Thane who could come back to him when he had the time to focus on a well defended target.
Kaidan's best asset in this scenario would be his emotions. From his story in ME1 we know that under extreme stress he was able to kill a more experienced opponent (instructor Vyrnnus). It was also noted in elevator conversations that he became more willing to use lethal force as a result of the emotional impact of Eden Prime and the loss of life he observed there. Once Thane quickly eliminated the other two competitors it would kick up Kaidan's adrenaline and it would make melee with him risky given his history of strong biotic kicks. If melee is off the table it becomes a question of who could sustain longer in a fire fight and the myriad defensive skills Kaidan possesses gives him the edge. So there it is, I think Thane would defeat everyone but Kaidan in an arena like Thunderdome.

This is actually a really hard choice this time. All 4 of these men, well 3 and one ultra powerful geth, are all very experienced in combat and all have a lot of training.Garrus and Kaiden both have military and spectre training, even though Garrus never made it to become a spectre and Kaiden didn't get the type of training Garrus did for it, but they are both on the same page skill wise.
So I will first decide to lay out all of their pros and cons.
Garrus; Pro: Great sniper, though not quite as good as Legion, great soldier [until he goes rogue and leaves to become a vigilante], he is one tough bastard to kill [armored skin and he took a missle to the face], and he is good at hand to hand combat [turians fight on the ships before missions]. Cons: Sniper Rifles aren't great in close combat by any means, any time thing can mess up your shot, especially in a fight like this, Tunnel Vision while using the sniper rifle, and his other skills, overload aside, are not that great. Points assigned: 7 or 8/10
Kaiden; Pros: One of the most powerful human biotics that we know of, and he has the ability to control his biotics without any real drawbacks like most L2s. He also has some great tech skills that will really help back him up in this fight especially. He has military training, and is the second human spectre, and like Garrus, even though this wasn't mentioned for him, has a ton of experience fighting the geth. Cons: Fairly small weapon training [it seems the aliance doesn't train their biotic soldiers to use any weapons aside from pistols, shame really], humans don't have anything extraordinary about them as a race [like garrus and his skin or legion's intelligence] Points: 7/10
Thane; Pros: Master assassin [trained by the hanar], biotic abilities [though these of course seem to be pretty weak in comparison to Kaiden especially], stealthy, and intelligent. Cons: Lack of useful firepower [similar to Kaiden, though he does get a sniper rifle, but that is shown as to why it isn't that useful] and he lacks any real oomph aside from his stealth. Score: Honestly, I'd say 5/10
Legion; Pros: Probably the best sniper in the game [he is an AI after all, they have calculations going on all the time, and EDI states that an AI can fire a shot and hit the target in a fraction of the time, so the Sniper Rifle disadvantage is irrelevant on him], pretty durable [huge hole missing out of his body, which also gives them a nice spot to miss through], and he is an AI, which means ultra fast response times in terms of anything really. Cons: I really can't state this one more strongly, but they all 3 have a ton of experience killing the geth, and they can all use tech powers. Score: Purely because of this set of combatants, 3/10
So, who do I think will be able to win after pointing out all of that? Really, if the arena is big enough, then I give my edge to Garrus in a heartbeat, because he is one tough bastard, and it takes a lot to kill him, though the same can be said for Kaiden. If it has a lot of cover to hide behind, then Thane easily takes this because he can sneak in and out of cover and just silently pick them off, though Legion would easily counter this, so that is bad for him.
In the end, it is either Garrus or Kaiden, depending purely on the size of the arena. Kaiden can really mess everybody up with Biotics and Tech and is shown to do what it takes, just like Garrus. My real vote here is for the man they call Kaiden

Heh, if I'm going off my sp games, Kaidan and Garrus are very old comrades in arms. They've been my power squad since ME1. They team up quickly to take out the other two since they have the combination of tech and biotics to make a pretty lethal package.
Once Thane and Legion are down, and Thane would go first as the bigger threat (Both Kaidan and Garrus are too well equipped and experienced at handling Geth to worry about taking out Legion first.), Kaidan and Garrus would do something completely unconventional to settle who wins. Or, they'd just break Thunderdome.
Seriously, I think Kaidan could take out Garrus with his biotics before Garrus could drop Kaidan with a bullet.
Of course, I'm Kaidan biased. And Kaidan was training biotic SpecOps ...

Step by step of what would happen
1. I think Kaiden's neck would be snapped by Thane.
2. Thane would hide in the shadows
3. Garrus and Legion would have a sniper match with niether one winning
4. Thane would get out his sniper and shoot legion making Garrus belive he had done it
5. Garrus and Thane would dissarm each others sniper rifles
6. They would have a fist fight that would result in Garrus being thrown on the floor (even his reach cant help against Thane ;D)
7. Thane pulls out his pistol and shoots Garrus
Thane wins!
That how i see it happening anyway
