Lossing Hamerfell was not really in the Empire's best interest, however Mede did it because he had no other choice. The Empire has a choice with Skyrim and it's dumb to lose it.

When you gather your entire military might against the enemy and lose HALF of your entire military force defeating one enemy army, even if it's the main one, you do not just brush it off and move on. What Mede did was really the only thing he could do at that stage.

Then you make a truce, where each side gives up something. The Thalmor gave up nothing and gained enormous strategic advantages.

The Thalmor likely refused such an offer and with the Imperial Armies on the breaking point...well there was nothing he could do. Oh sure it's stupid he signed it, I would have pushed for at least Hammerfell to remain intact and it does seem like he didn't even bother arguing it so whatever.

And before you mention the Redguards, do you think the Thalmor sent their entire army there after they signed the peace treaty? Likely not since they probably they left most of their forces on the border with Cyrodill.

The Great War says they lost nearly their entire strike force at Red Ring and there is no mention of armies remaining in Cyrodiil.  We don't know how many, if any, reserves they have in the Summurset Isles.
