They were definitely going to make another human reaper, probably make a lot more than just 1, you're just supposed to figure that out i think from all the bodies they're piling up at the bottom of the beam and on the citadel. Its probably one of the only things in ME3 where BW actually got that point a across without coming out and showing you, at least i thought so.

this right here but people on the forums act obtuse. Cerberus is to this cycle as the collectors were to the last. another 'plothole' we should also dismiss is the issue about Cerberus always having the drop on things. they have the drop because the reapers created the relays and everything that uses it, including all forms of communication, thus Cerberus has an unlimited back door in all comms being sent that arent quantumIsaacShep wrote...
