I dont have any DLC its just the normal DA 2 WITHOUT any DLC so im looking for a decent armor/weapon..currently im a 2h..i want to try 1h n 1s later.....so can you guys tell me where to get the decent ITEM/WEAPON in ACT 1..im still lvl 6 though

Oh By the way can you guys tell me a 1 HAND + SHIELD build..? currently im following the 2h BUILD..thanks!

If you avoid putting points into either primary weapon skill trees and use a vanguard/battlemaster/warmonger build you can switch between 1h/2h all day long depending on what you are fighting. Doing this you should eventually get the base skills in the trees, such as Shield Bash upgraded, Assault upgraded from sword and shield, then get mighty blow and sunder from 2h. you will do significant damage with both sets and be able to use the best weapon at all times.
considering the changes to sunder, I would also grab Pommel strike/blow using Taunt/bellow as my prerequisites. that way with either set you will have, at minimum, 2 guaranteed sunders every 10 seconds. And your mages can rain down Chain lightning and Crushing Prison all day long.

non dlc in act 1,
I would suggest Bonny Lem's goods in the unused passage in the docks at night. good weapons there too.
the armor shop in lowtown during the day, near the foundry district. (big rusty spike area)
the high town market.
but I would not spend good coin until lvl 10-11 in act 1. with out the black emporium your gold income will be severely limited. Most of your random drops will be good enough. there is a standard set of armor that will drop throughout act 1 as well. sets get bonuses.
act 2 will change things as you will have access to much better weapons that you will get from drops along the way. still, really do not need to buy anything at this point as drops will continue to provide decent equipment.
To improve damage in general you should periodically shop for a better staff for your mages. do this at 5, 10-12, 14, 18. Most shops that carry them will randomly generate a new stock each time you enter the zone with the shop. so you can go shopping by reloading the zone until you find a decent weapon/armor selection.

Without DLCs, cherish the +x% physical dmg armor pieces from drops. I've found that they do drop often enough. One such drop - a sure one - is the darkspawn-like armor that drops from Ser Alrik in act 2 after you complete Ander's personal quest (Dissent). It gives +9% physical dmg and physical dmg is what you'll be using for most if not all of the game (elemental weps only appear in act 3).
For SnS, I'd recommend Markham's (wrong spelling?) Heart Stopper longsword - Act 2, Gallows Weapon Shop, some 8 gold. Should last you till the very end of the act. Then, when act 3 begins, side with Meredith. That way you get Last Holdouts quest, at the end of which you can loot a chest for The Vague Blade - apart from Blade of a Thousand Battles (sadly, that one's in Black Emporium) I think it's the best physical 1h weapon in the game. 3 runeslots, man! Put PLR, RoD (I don't think they stack on a single weapon, if they do, then by all means put two in there) and a RoS - you get crit chance, dmg and speed attack increase. Quite a beast of a weapon.
Of course, there's the firey-thingy sword Sata-something that you get at the beginning of act 3. Pair it up with the ring of the Ferryman and the Volcanic Shield and you'll dish out huge fire dmg (the sword has 1 runeslot, PLR works fine there). There's also Glandivalis you get for defeating Hybris. Deals electricity dmg, so it too benefits from Ring of the Ferryman, has a runeslot and higher base dmg than Sata-whatever it's called, so that should make up for Volcanic Shield. Whatever you choose, act 3 presents three ways to go about your dmg dealing. Armor in act 3 is the complete champ set.
Can't help much with act 1, cuz nothing comes to memory that Suicidial hasn't already pointed out - I'm the lucky guy with DLCs and access to mods (PC).

If you plan on playing this game a lot I'd recommend getting the DLC gear packs, everything's pretty lackluster without them (Origins did a much better job of making gear feel special somehow.) Even with the packs and the emporium it's still frustratingly linear, you can pretty much see what you're going to be wearing at any given level for the rest of the game at the start, without any real flexibility. At least you look cool though.

I suggest you do not get the gear packs. Buying these is a waste of money and it ruins the experience of the game.
Use the money to buy only the DLC Content. The items make the game incredibly easy, even on nightmare.
