I think the last time I saw such a "positive" and realistic view of military leadership was in the third Starship Troopers movie.

That was just to portray the Primarch as a noble soldier. He was above the "disgusting" nature of politics in democracy and interspecies relations, but left out of  a sense of duty to his comrades. Pure propaganda.

He still looked like an idiot doing it. Although he fits quite well with the rest of the idiots the ME universe has to offer as military leaders, Shepard beeing the biggest tactical black hole of all.

Instead of getting someone useful, like a scientist, for the Prothean squadmate, Bioware instead decides to give you (Guess) a soldier, one who is the most shamelessly militaristic of the whole bunch.

All in all, Mass Effect is propaganda supporting the creation of military dictatorships throughout the Western world. Beware!

Of course it's portrayed positively, idiots are cute. Without that effect we wouldn't be able to keep the democratic process going by eleting the most adorable idiots every few years. As you can see, Bioware is clearly propagading democracy by presenting every possibly capable leader figure as a mental case.

No...I think it's more in keeping with Bioware's desire to portrary the major alien powers as 'historic' human civilizations.  Or at least the much more idealized and romantisized versions of them.  Turians are the 'ideal' Roman state during the height of the emperors (Damn...sorry, but my memory is patchy, I'm talking of the merit style of Roman emperors that ended with Marcus Arelius). Asari are an idealized version of the Greek city states, and the Salarians are an idealized version of Feudal Europe (although it might be more in keeping with the later era Roman state and the leading edge of Feudalism blended together).

As a development of that, you do find that things get a bit blurry.  The Turians would have a stronger military because of the mid to high Roman origins of the species.  The Asari are weaker because of the origins of the Greek militia/citizen soldier origins of the city states.  And the Salarians are more in keeping with a later themed Roman style where they endeavor to keep threats at a distance and use proxy soldiers and non-roman forces to hold enemies at bay.  

I'd say it's more limited imagination rather than intentional encouragement.
