The Victory Packs have been kind of sucky. Not much better than a Veteran Pack, really. Which means 2 Bronze matches or one Silver...so no, I don't see the incentive either.
Now if the Commendation pack is tied to the community goal...that would be different. Especially if they guaranteed one ultra rare weapon upgrade in the pack.

I hope multiplayer numbers arnt significatnly dropping. It is starting to get a bit repetitive, but the new map pack should rekindle a lot of interest if so.

You never know, they can change the items of the Victory Pack on a whim (see: Operation Resurgence). Could have had a better reward because it was a tougher challenge.

Perhaps to make players who didn't think they were good enough to try Gold feel like they were contributing towards something. I admit (and this is pretty embarrassing) to missing out on the very first commendation pack because I wasn't able to extract on Silver against Reapers. I know. SILVER for crying out loud. But, getting the Victory pack was a good consolation prize.
