I'm definitely a fan of doing certain missions in a certain order for the sake of the story. When I first played through ME3 none of the big DLCs were out in time, so I ended up playing Overlord, Lair of the Shadow Broker and Arrival afterwards. And for the latter two this was not only a necessity, but it actually felt right!
Now my question is: When do these DLCs trigger, when do they start? For instance, will "Lair of the Shadowbroker" start as soon as I leave Illium after I visited it once, seeing Liara in the process? Will Arrival trigger before or after the Collector Base?
Because if they trigger to early I might simply NOT install them until I find the right time has come. Since they integrated themselves into ME2 perfectly when I was playing them after the main campaign the first time, I see no reason why this wouldn't work again. ^^

Arrival definitely triggers well before the collector base - in fact it triggers after Horizon. You don't have to do it when it triggers, but you get Hackett's message at that point.
LotSB also triggers after Horizon. There's a min-bug here - see the wiki for more:

Though I agree that Arrival plays better at the end of the game, LotSB actually plays well before the Collector Base. In fact I actually prefer playing it then for story purposes - it feels right as an exciting interlude before the grand finale. Also, you get to take advantage of all the available bonuses.

I think Overlord is available as soon as you get the Normandy. The other two as FemShep4Pres says, and I'm another one who thinks Shadow Broker plays into the story just fine even before the Collector Ship, never mind the Collector Base. Arrival does seem to fit better afterwards, which makes it a little annoying that Hackett's call about it comes so early, but I've kind of gone off that storyline anyway so I just space through the conversation as fast as poss and forget it's there.

The thought behind this is not to risk the destruction of humanity / the universe by hunting the Shadow Broker. Yes, he is evil. Probably. Well I guess.
I'm just saying...weighting the two missions against each other, stopping the collectors feels so much more important, something that cannot be risked for revenge and rescuing Liaras friend. Even though this friend risked his life to save Shepards body.
In my minds eye I always picture Shepards telling Liara that, is he survives the most important mission in her life, she promises to help Liara. And if not, Liara will most likely manage on her on. The other way around - Shepard dying in LotSB and Liara taking over the task of stopping the Collectors...noope! ^^ She's good, but not Shepard. ;-)

YMMV. Liara as Shadow Broker would potentially be a useful ally for Shepard against the Collectors and Reapers. The story doesn't run that way but Shepard wouldn't know that.

Point for you. But what Shepard also can't possibly know...not even a tiny little bit...is that Liara will actually become the Shadow Broker.

I've almost always left LotSB and Arrival for last, just before the Collector Base. The thing is, LotSB gets you Liara's new HQ with all its fun videos, dossiers, and political interference, and I've never felt like I've had enough time to enjoy it all.
This play, I'm going to do LotSB as soon as I possibly can in order to have longer to enjoy this second base of operations.

I actually played through LotSB yesterday night and today, this time before taking on the Collectors. And I gotta say it was very enjoyable.
There are several dialogs that are different, Bioware put quite some effort into this DLC to make sure of that.
Also, with the whole connection of the SB to the Collectors it makes more sense then I initially thought. I'd say it fits as good before the Collector mission as afterwards. No need to choose.
The control I'd still suggest is the point of introduction of the DLC. I don't think I would've enjoyed it, let's say, right after Horizon. I installed it sometime after I finished both missions on Illium, so there was this feeling of Liara being able to make due on her hunting-promise she gave when we first met her on the planet.
This is the only thing where Bioware was either lazy or, in an effort to make sure that each and everyone can play it, regardless the story progress, had to make some accomodations regarding the implementation of the DLC. You just have to choose the installation time manually in order to fix that...
PS: I don't know how many extra content the base has for multiple visits, but I doubt it'll be more than two or three visits.
Either way, even now I feel I had / have enought possibilities left. Right after the first visit I went on the last mission before the Reaper IFF, then visited a second time. So the next thing will actually be the Reaper IFF, after which the final mission will take place.
A third and most likely final visit will then happen before the Arrival DLC mission. Three times...I think that's okay. I feel it's a good balance between having it feel right regarding the integration in the main storyline and getting the most out of the content.
