Yes it is, they could have easily stuck a handful of folks on this and devoted most of their recources to the regular dlc, instead they put dlc on hold and devoted their attention to the EC.jreezy wrote...

Then who the hell cares how much effort they're putting into it? It'll fail either way.
Ditching the ending and giving what was promised before the game was released. Now that is another story and then it would matter
