Ok so here's how it works.
In a regular spectre pack the last card has a chance to be an ultra rare.
In a premium spectre pack theres 2 of those cards that have a chance to be an ultra rare.
Spectre is 60,000, premium is 99,000.
Premium saves you 21,000 credits on the price of 2 ultra rare lottery tickets.

Edit: Buying a pack is a Bernoulli trial. Either you get an N7 weapon or you don't get one. The amount of packs to buy until you get one black rarity weapon, that is to say the amount of Bernoulli trials to get one success, follows a geometric distribution. The expected value for this distribution is 1/p. In this case, p is 0.05 (Spectre packs), 0.09 (PSPs, experimental) or 0.10 (PSPs, theorized). This means an average of 20 Spectre packs or 11.11 or 10 PSPs to get one black rarity weapon.

The luck of the people involved in that thread effects the numbers.
I have no doubt in my mind the actual numbers are 5% and 10%.
It wouldn't make sense other wise.
They aren't going to program it like that.
It is true what you say about equipment but with the jumbo equipment back being permanent too, it doesn't really matter.

I'm not a math expert but I'm fairly sure that percentages are not additive in such a fashion when doing that kind of calculation.
Any math experts want to step in?
