Rank1 Cryo Blast-Flash-freeze and shatter unprotected enemies. Slow down the rest. Weaken Armor. Frozen targets will not regenerate health.

It just says that weakens the armor but how much weaker. I want to know how much percent is, to know if having the range 1 are worth.

I still don't understand your question. Are you asking if you get the full effect of cryo blast's armor weakening with only one point put into it?

I think the OP is asking what percentage the armor is weakened by when hit with L1 Cryo. Sorry I don't know the answer off the top of my head.
