ME2: Unlocked training for all weapons, can't use Heavy weapons now?

I don't understand the question.
There is no way to unlock training for every weapon in ME2 without modding the game. At that point if it doesn't work it wouldn't be a bug, because it deviates from the design of the game, which is also why it wouldn't be intended for balance.

I used a save editor, however as far as I recall it's possible to get all training by importing the completed save and picking a new weapon type to train in when you get to the collector ship and do this until all weapon skills are obtained.
Since doing this I suddenly noticed that despite having a heavy weapon on my weapons loadout it is not selectable nor is it even equipped on Shepards back.

You only get to pick weapon training in the first game for any character. What are you modifying in the saves you are importing?
Supposedly the weapon maximum is 6, which is one per class plus the heavy weapon (even though no class ever gets that in game). Advanced Training in the Collector Cruiser evaluates your base class and offers you training in AR's, Shotguns, or Sniper Rifles. If you already have one of those classes you get the choice of the upgraded gun. The best way to go about giving yourself every class of weapon is to modify the coalesced.ini file and redefine the class loadout so that it has every category of weapon.
