Cerberus has an army? But couldn't fight in Mass effect 2?
So we see the illusion man true colors now? He had the army to help commander shephard fight the collectors.
Why save up that army? In the mass effect 2 game. If you didn't save the crew in enough time they all die.
How come no soldiers or phatoms were in the game. Or other high rank cerberus army.
They could have save the crew without the help of shephard.
question about some things that don't make sense (spoilder alert)

Cerberus got their army from kidnapping and indoctrinating civilians, from Sanctuary and other places. This is answered in-game in the Cerberus base, among other places.
