All of that is circumstantial.Brushing aside the fact that flemeth was born a mortal woman, If flemeth is possesed by Fen'Harel, should we not have atleast one instance of her taking the form of her avatar, the wolf instead of the totally unrelated high dragon? Also Fen'harel sealed away the gods which contradicts flemeth's plan to bring them back.It should also be noted that Fen'harel has always been portrayed as male while flemeth has only ever been known to inhabit female bodies.
Do we know for a fact that Flemeth was born a mortal woman? Sure, the legends speak of her origins, but legends are often tinged with hyperbole, symbolism, and a whole lot of creative license.
Also, the wolf may be but a representation - maybe Fen'Harel preferred that form more than others. Does that mean it's the
only form the deity can take? If intending to inspire fear or awe amidst the peoples of Thedas, wouldn't the dragon form serve that purpose just as well?
While it may seem that Flemeth wants to resurrect the gods or divine entities, do we
really know that such is indeed her plan? Perhaps resurrection is only temporary - the intent might be to revive them long enough to leech away their powers.
As for Fen'Harel being portrayed as male, that may just be how the entity was perceived. Perhaps legends and lore defaulted to male pronouns and Fen'Harel was actually neither truly male or female. Mortals tend to put things that they don't understand into tidy boxes and affix labels to them in order to wrap their heads around grandeur.
Basically, Flemeth is mystery incarnate. When the Witch herself speaks in riddles, and employs obsfucation in most of her dialogue, how can we be certain about anything?
