For some reason i thought we would see something like this after the keeper side quest in me1, knowing theres a signal and one can alter it like the protheans did. I mean thats a pretty big paragon/renegade decision knowing you have control over the relays.   As my Shepard that would be an easy decision to make......id go paragon keep the relays open, but id assume the council would want to shut them down.

And they don't have to be, since the reapers were sucked into an idiot event horizon sometime between ME2 and ME3.
