Nevara (if you live there you know that Navarra is a real place) is the kingdom based on the Iberian ones. Sorry but I refuse to say "medieval and Spain" in the same sentence. Castile, Aragon, Navarra, Portugal or Granada/any other Taifa or muslim dominion; but not Spain.
Nevertheless, if you read the codex about Nevara, the clues about it being based upon Iberian kingdoms are incredibly evident: from the dragon slaying thing (Don Quijote, Amadís de Gauala and other novel) to his brutally elaborated toombs and pantheons where the local andrastean cults do not cremate, but bury (and that is Counter-Reform style of the Baroque).
Antiva is inspired by the Kingdom of the Two Sicilys in particular and the Italian republics and duchies in general. The Crows are a guild of thugs that may remind you of the mafia.
Nevara is very different from the rest of Spain (I live down south in Andalucia, province of Granada). I have been there, and the culture and people are very different from most other places in Spain. I think part of it is due to it's proximity to basque country , as well as the lack of Moorish influence compared to much of the rest of the country. It seemed like a different country compared to central and Southern Spain.
Antiva is more a mix of medieval Italy and Spain. From talking to Zevran, I gathered a much stronger Spanish influence. For example, his reminicing of Antivan leather. While the Italians are renowned for fine, luxury leather goods, the Spanish leather has always been considered unique and special, especially in the western part of the US, due to a long history of Spanish influence and settlement. Zevran's description of his experience tends to remind me more of Spanish leather, as opposed to Italian leather, which is mostly a refined taste amongst weathier, upper class people.
There were other things Zevran also said which made me lean more towards Spain ( I will have to go back and reload old saves to look at the dialogues). The Crows, however, are definitely mafioso, especially when you speak to Ignacio, who clearly speaks with an Italian accent to boot. The name Ignacio is more Spanish than Italian. yet his assitant is named ceasar, which tends more towards Italian.
So I think Antiva is a combination of Italian and Souther Spanish.
