Again, it depends.
But GoT is definitely exploitative, as most genre productions on subscription networks are. If you want to see a contemporary example of the kind of exploitation I'm talking about, just tune in to Spartacus.

ME1 doesn't really have that much of it though. It's hardly a trend in that game.
ME2 on the other hand exploits the hell out of half their female characters.
ME3 has an ass shot of Admiral Hackett, after which I lol'd. But it's mostly the same as ME2.
Dragon Age doesn't
really have a lot of this, though. DAO's absurd sex scenes weren't so much exploitative as they were simply weird and silly. The female characters with revealing outfits, Isabela and Morrigan, are a good example of the difference between fanservice (Morrigan, lampshaded by Leliana in a banter) and characterization (Isabela is a very sexual character, her clothes are part of this expression).

And yes in that regard I agree, TW2 is exploitative. But it's no where near unique, all Bioware games have it to one degree or another.
The reason I bring it up as a criticism is typically in response to arguments that they do certain things "right." I don't think that they do. I don't think it's that simple.
