I chose it today because the problem involved is clear enough (to me) to work with, and it seems I skipped right past it when it was new. I may find that I did answer after all as I scroll further down throught this thread's old history, and reuse the old answer, if it's there (no, there never was any answer given to the above question).
Meanwhile, the game is using Direct3D's functions to verify the proper (Dx9, not Dx10 or Dx11) hardware functionality in the graphics solution. The quote shows a proper video card exists, in spite of the error message. However, there is an interaction of three different software devices to consider. First, and easiest to remove and replace, is the video driver for the video card. Something may have "stepped on" and corrupted one or more of the driver files.
Before starting any trouble shooting of any kind, of course, you always want to be using / working on a CLEAN system, so you should run current scans for any and all malware, be it adware, key loggers, URL trackers, or viruses.
Whatever your current version of Direct3D is, there can be occasions when updating that one can disturb the needed Dx9 installation (you should have both -- the "native" one for your OS, first, then Dx9). If that happens, reinstall Dx9. As per the driver paragraph above, other things can also cause damage to your Dx9 besides using an update for Dx10 / Dx11.
These games (all three, Mass Effect 1, Mass Effect 2, and Dragon Age: Origins) use the CPU-based version of PhysX, which means with a Radeon, or a Geforce, which some of nVIDIA's drivers can affect, so it may need to be reinstalled. If you have reinstalled the correct video driver, the correct PhysX, and Dx9, without getting relief from the error message about your video card (AND IT'S A SUPPORTED CARD), the last thing to try is reinstalling the game itself.
(P. S. added in edit 2-24-2011 -- occasionally, this error message is
triggered from mixing up screen ratio settings between wide screen and
standard 4:3 ratios. Be sure you are starting out from a resolution
that matches your display's ratio.)

A simple search engine query for "how do I update my video drivers" addressed to whatever search engine is your favorite will get you what you need, if the driver is the fault. If that doesn't cure the error message, Dx9 is next, and a search for "how do I update Dx9" would give you the next help. Follow that with "how do I update PhysX" if you still get errors.
Last, after doing those, and not getting relief, you uninstall the game, and you reinstall it. If you need a tutorial for that, it's out there on the 'net in its tens of thousands of pages.

It should be noted that this is specifically about the Dx9 capability detection check performed by the game, not about the performance level involved. Various of the Intel crap for video options now have the basics, without having any speed, so they may pass the detection test, and yet not be able to play correctly.

All I need to know is the ram. My cpu has lower specs in the clock speed but I have a good graphics card (512mb) and I can run it in mid-high settings with no lag.

The very eloderly Radeon 9800 XT can only do SM-2, not SM-3, while the Radeon X800s plus the X850s, can do at least notch number one of the SM-3 pixel shaders.
Do not allow yourself to become confused among the various Radeon 9800s, and the much newer Geforce 9800s, which are renamed versions of the Geforce 8800s, on a new and thinner die wafer, so they are both more efficient, and cooler running.

Your version is likely to be equally confusing. For instance, an HD 4350 is hardly better than an onboard chip, it is so slow. An HD 5450 is almost as slow as the 4350. Neither one is a good value in frames per dollar. If you are a dedicated PC gamer, I would upgrade to an ati in at least the 4000 series as a economical choice that will allow you to run many upcoming games. Older video cards that are fully capable of running this game, such as any of the varieties of the Geforce 8800, all need the bigger power supplies mentioned, but for those, the admonition to use current drivers is wrong. Rather few of the recently released Geforce drivers have turned out to be compatible with both this game and those older cards for a great many game players..

take notice of the intermixed generations of cards, showing that "new"

If Dragon Age: Origins tells you it cannot detect a supported video card,
it usually is telling you about an Intel video chip (really crappy), or a very
old video card, such as a Radeon 9700, or Geforce GF4 Ti-4200 . .
