Anyone able to give me good hints and tips on making a good build for a Dual-Wielding Rogue? One that can deliever a lot of damage quickly. Also, gear I should be using by end game would be nice to know as well. Thanks for any info given. :]

Give this guide a try.
The main thing about dual wielding is that generally daggers work better, since swords can be buggy. Also backstab makes a huge difference.

Ability Scores
Order of importance.
1)Cunning: Lethality Feat
2)Dexterity: Complete the Duel Weapon Feat Tree and Stealth Tree
3)Strength: Good Weapons
4)Willpower: Sustianed and other abilities that are usable by Duel Wielding.
Everything else is secondary
You can have Good Con but the top 4 are more important.
Stealth Feat Tree with duel wielding or archer builds can easily set up for back stabs and flanks.

Personally, I've found it most effective to give my character just enough strength to equip drakeskin leather armour (20-22 modified) and put most of my other points into dexterity and cunning.
Your willpower score will depend on your personal style – it can be quite low if you rely mostly on backstabs, but you may want to raise it higher if you prefer to use a lot of activated abilities.
Momentum is a terrific sustained ability for making your rogue murderously fast – I usually try to get it as soon as possible and to keep it active as much as possible (unless I have a mage using Haste, because the two don't stack).
In terms of equipment, look for items that boost your defense, dodging, critical hit rate and critical damage.

learn momentum as soon as you can, find drake scales and wear drake scale armor. get more for superior drake scale armor. add a lot of dexterity and about equal strenth and cunning. learn stealth. it always works for me and its always effective
