Hi guys,
I bought the Collector's Edition of the game in Australia, and I got some bonus codes for some DLC. I entered them all in at the same time, then went to download them one after the other. However, upon downloading one particular item (Feral Wolf Charm), 4 other items then reported that they had also been downloaded (Memory Band, Dalish Promise Ring, The Lion's Paw, Collector's Edition). The Blood Dragon Armour and The Stone Prisoner downloaded fine and are on my hard drive, as is the Feral Wolf Charm, but the other items aren't there.
Normally this wouldn't be a problem as the items appear in game after connecting to the game servers, but as I don't always have access to the Internet the game tells me that it cannot load my save because it cannot detect some of the DLC, being the Memory Band, Promise Ring, etc. The Downloadable Content screen isn't letting me re-download, and entering in the codes again tells me they are invalid.
Anyone experienced anything like this and can offer a fix so I can play offline?
DLC items not downloaded, but says they are

I'm having the same sort of problem, but only just recently. When we first purchased the game, I put in the shale and BD armor codes and they worked universally over the xbox without a problem. My xbox just red ringed, so I had to get my wifes christmas present early, and when I went to switch hard drives and she went to play, her saves were now invalid because it said the dlc's were corrupted. But when I logged into my game, they worked just fine.
Best thing I could suggest is head to your network settings, and if you're able to redownload the content without having to pay anything, delete the content because its possible that just little pieces got downloaded and redownload it again.
Other than that, I have no idea, that didn't work for the problems with my wife's saves...so she had to start over.

Again for you:
You could try the following tool from xbox.com: http://www.xbox.com/en-GB/support/drm/
(Warning: You will only be able to transfer the licenses once a year!)

Unfortunately as the content didn't download in the first place (only the Dragon Age screen mentions that it did) it isn't listed here.
I'll keep searching for a possible solution, until then I suppose I'll have to make some new characters for offline play only.
