I'm getting ready to start on my 2nd play through and for fun I was planning on playing Tank, Melee Rogue, Ranged Rogue, Mage on Nightmare mode. I didn't mess around with Shale very much through my first playthrough so I'm not sure how effective he is and I wanted to seek opinions on who would fit in this party better.
I do have access to all the DLC content if the gear from that makes a difference.

IMHO shale is easily the best tank. Only two slots needed to fill for all roles.

Earlier I used to think that Shale was better tank early game and Alistair was better for late game due to imba items. After nearly finishing the game on Hard and Nightmare, I have to agree that Shale is simply better than Alistair in Juggernaut armor. However, if you do buy him the Lifeward ring and that insane necklace (both cost a fortune), Alistair will do better. But for the same cost, shale has to be the winner. If you are planning to buff up your tank only, then you can go alistair and get him those artifacts.

Depending on if PC is also a warrior or if you have warrior(s) in your party, shale is great early on since you won't have to worry about item sharing when you don't have much good gear. Shale is also faster to max out tanking skills. Armor crystals also make it easier to use aoe on the tank without too much friendly fire if you coordinate right.
All that being said, I have tried both and in the best gear I prefer Alistar. I didn't really get too many good crystals to choose from in that playthrough and got lucky with a few drops for Al. I'd also say it depends. Shale is more flexible with being easily geared towards the enemy by simply switching the crystals. Some enemies are easier to beat with fire, some with lighting, some with ice. In high levels you can enchant a weapon to deal extra damage of some kind, but you can't run back before each fight to have Sandal customize your sword. On the other hand perhaps elemental damage is overrated, since your mage can easily learn to give them extra fire or ice damage anyway.
Other than that I tend to use Shale more as a multirole fighter, not as main tank with often Alistair taking the job as main tank. The other fighters are usually 2h weapon fighters, who need even heavier armour to make up for the missing shield and better defensive skills of a S&S fighter.
Shale has some unique skills, some which force the golem to stand still and not actively fight (hardly used those though). But a passive tank is too limited when it comes to defend other group members... at least in my opinion. Shale as multirole fighter being able to easily fill the gap should the main tank be overwhelmed is my playstyle. I recommend you to try out your own strategies though.

had alistair in damn good gear first play... but second play with shale was some much easier.... every enemy wants to hug a stone tower it seems

Alistair hands down. Plus, after the battles I can play doctor with him. o;)
But honestly, I played with them both and they both are fine, but Alistair's shield skills maxed out seemed to work really well for me.

Alistair wins out in the long run if you invest in gearing him. Also helps if you build him for Dex.

Depends on how you spec Alistair. If you go Templar + Champion. Than he is better because of Warcry's ability to knock attacker's down and Rally's ability to buff you.
Otherwise I think Shale is better because she can hold aggro more and has a higher HP for absorbing damage.

I'd say Shale is better for the majority of the game, but a well-geared Alistair is theoretically superior for metagaming purposes provided you can scrounge the necessary funds and gear. They're both more than satisfactory at any given point, despite the Warrior class being somewhat squishy out the gate compared to a bloody golem.

Alistair IS by far the best tank in the game that is not a player made character. Its not an opinion either, if you spec him properly. Get his strength to 42 and then put the rest of your points in dexterity and you will have a tank who barely gets hit.
Shale is a little better early game due to the ease of gearing him and he starts with a high constitution, but from mid game to end of the game Alistair is better by miles and its not a discussion either.
No matter how you spec or gear Shale, she wont be anywhere near as good as a properly specced Alistair from mid game onwards.

Alistair has more utility as a tank, IE Cleansing Aura and Holy Smite, as well as Champion powers.
Shale is a pure tank. If you want just a pure tank, go with Shale. If you want somebody you can gear up and get some interesting use out of, go Alistair. Also consider that Shale can't be grabbed and Alistair can.

@OP: As for which is the "better" tank... why not just pick the character you like having around more? You'll adjust to having them tank as you play. Unlock them both, you can always change your mind.

Physical resistance > grab. Its easy to get 90+ physical resistance with Alistair, 3 x Hale runes in a weopon.

I left the B Forrest for last in my last playthrough and Alistair got hit once or twice from the Revenants you fight there on nightmare. He tanked them and barely took damage. (Rally wasnt bugged either.).

I roll with an all-female party, Shale is the best tank. Alistair is occasionally part of Estrogen team, since he qualifies, and the fearless leader needs kissing after a big encounter.

But what you said isn't exactly true. I guess we define "mid-late" game differently. But Allistair isn't a beast until like level 16-18, which in the vast majority of my playthroughs means I have 3-5 levels left until I'm done. That makes Shale the better tank for the vast majority of the game.
But yeah, end game, Allistair is a P.I.M.P as a champion/templar with knight's armor, topsider's sword, and 3x physical or spell resistance runes (I typically go with one master spell and two master physical resists). Why 42 str though? I always stop him at 38 so he can wear juggernaut and everything else goes into Dex.

Plus she's got better random party banter when mixed with certain other characters.
