Everyone backed the alliance in the end because the crucible was everyone's last hope. Defending their own borders had proven futile.
The thing is, she was only right in the narrowest sense. What's the very first thing that happens after the council declines to send their ships to Earth? The Turian Councilor comes to you, gives you a way to start getting exactly what you want (even if it helps his people too) and then tells you that the Council has upheld your spectre status and given you access to all of your Spectre resources. Then, the entire time that their people are being killed by the millions they keep sending you more and more resources; fleets, techs, materials and their people even die for you to buy you a little more time or a little better position on the battle field.
The fact that helping Shepard will help their own people is very important. They aren't helping Shepard out of friendship, loyalty, etc...even your good friend Wrex makes you do things for him that could have been worked on simultaneously or afterwards while millions of people die on Earth.
Ashley's example of the dog (humanity) and the owner (council races) would change in ME3 circumstances:
-If a bear attacks you and your dog and the only way for you to survive is to sic your dog on it and run you'll do it.
VS
-If a bear attacks you and your dog and the only way for you to survive is to fight with your dog against the bear at great risk to yourself you'll do it. In this scenario if you leave the dog it will be killed and then the bear will come kill you also. You're not fighting the bear to save your dog, you're fighting it because teaming up with your dog is the only way to win.
