I played as an evil character who betrayed the Seer at the end of Chapter 2 and used Deekin, Shield Guardian and Valen as companions.
For obvious reasons, I couldn't summon Valen at the beginning of Chapter 3, but both Deekin and Shield Guardian weren't available either. Is this a bug or a feature?

The Shield Guardian should not depend on factions or alignment. Did you try summoning it via the control amulet?

I recall there being a bug with Deekin. You have to fire him and re-hire him in Chapter 2 to get around the bug. Not sure about the Shield Guardian.

I've never used the Shield Guardian in chapter 3 or had the option to in all my playthroughs. To be honest, I don't think the Shield Guardian is intended to be a henchmen that carries forward from Chapter 2. You are pulling people into hell anyways, and I think Golems are disqualified

I know I played once through taking the Shield Guardian all the way through, and I am pretty sure I had to use the control amulet to summon him in Chapter 3. (There was also an issue of order- I had to have 2 henchmen in the party first, then summon the shield guardian- otherwise the shield guardian took up a henchman slot).
If being without Deekin and without the amulet are both bugs, then I would think you should be able to work around it by using console commands to create a Deekin and a control amulet for yourself.

If you took the evil approach, the storyline may indicate that all of them will dead. And you had to expect to start from the begining to build up your relationship/romance with them.
Ask the reaper(the dragon-like figure) in the relic relam at the start of Chapter 3. Ask him where does your friends goes? He will ask you if you want to summon them to aid you. In fact, they might all be ghost now...
