The Citadel isnt' exactly sunshine and rainbows. There's a reason C-Sec is about. I wouldn't worry to much about some conspiracy theory regarding the Citadel. I think it's done it's fair share of plot-related things now.

Why?

Because they are like savants, but with the only negative thing being sterile. It would be quite possible for Ardat-Yakshi to become fertile at some point if Asari didn't start mating with other species to increase their diversity.
