Harbinger wants Shepard to succeed. The cycle is draining and tedious or something. He sees Shepard as his salvation (you can hear him say something along the lines of "save us.")
I want to say that is what the literal interpretation is, I hope I'm just coming up with bs, though.
Also, I know this is a bit late, but while I was playing EC I had some speculation that might explain why Anderson tells you about London again on Earth...
Do we know for a fact that the Anderson we talk to on vid-com throughout the game really is Anderson? Because I believe he tells you about his birthplace first during one of those convos. Just a thought, cause it is so painfully out of place.
I was running with the idea that Anderson died on earth at the beginning of the game, just cause some things seemed weird, but then I realized that didn't hold together well...at all. But whenever Anderson shows up it's feels like a dream. He just comes out of nowhere at the perfect moment and makes Shepard feel all safe.
If he wants Shep to succeed, why fly down to the beam at all? Once there, why take shots at Shep and her team?
