Never said I didn't agree with you, I really preferred the idea they had in development for ME2 that they scrapped, being that you could fire the gun as much as you liked like in ME 1, but if you needed to cool down the weapon rapidly, you could flush the clip and fire again immediately, unfortuately it was cut due to balance issues.

Since I feel like educating;
An "energy weapon" is a weapon that makes use of pure energy as ballistic material, using excited atoms or particles, such as the particle rifle and Collector beams. Thus far it seems only Protheans truly ever mastered or made use of energy type weapons.
All other weapons in the Mass Effect universe are "traditional" in a sense. Thanix cannons and Reaper beams make use of a stream of superheated molten metal accelerated to light speed, making use of intense heat, the napalm like nature of the metal, as well as the acceleration and surface area of the liquid to cause extreme thermal and kinetic damage.
"plasma" weapons, such as the Geth Shotgun, are not technically plasma weapons in the traditional Warhammer 40,000 sense. What Geth shotguns specifically do is fire electrically charged ammunition, which then flash sublimates on contact, reducing itself to a superheated plasma form prior to contact. The Spitfire, which while similar in ammuniton, does not do the same thing, instead firing doughnut shaped toroids, which shatter and arc electrical currents between them, causing burns and short circuts. Similar principles apply to ARC weapons, which use a laser to "paint" a target, ionizing the air and creating a low charge area through which an electrical charge is then channeled.
Most other weapons are either self-explanatory in their own descriptions (such as the Avalanche, which actually takes traditional ammunition and reduces it down to superchilled Bose-Einstein condensate, a supercooled superconducting fluid.) or use traditional ammunition pellets, which are shaved down to their proper size, composition and shape to deal with the task of reaching their target by the smart computers inside of the gun itself.

Thats how I kinda figured it worked in ME2, yknow, for people other than the player because of balance, until Shepard herself shot down that idea in ME3.
