It seems... odd.
The soundtrack for the EC had the same name for the synthesis music. It feels like it should be significant...
From what I gather from my 20 some mix thorough and clip hunting expeditions through the series, the Reapers from an individual gestalt intellect within themselves and have an AI singular personality. The individual programs are not free, but are controlled, (as opposed to the Geth Dyson sphere - where the programs are free, and act together).
Think of that as an 'intranet' collective consciousness with a control AI. The AI makes the decisions, but uses the resources of every program at it's disposal.
On a larger scale, think of the reaper fleet as an 'Internet', connected wirelessly to form a wide area consensus for the AI controllers... Some suspect that these AIs are Shepard like avatars that were indoctrinated from previous cycles, but that inference relies on taking info from the events on the Citadel and the choice of synthesis as literal. 'Shepard becomes a Reaper'
I suspect when EDI says she's not alone, it's either a reference to the intranet connected gestalt intellect or the wide area Reaper collective.
Again, inferred because the events, in my opinion, are based of crap made up by Shepard's imagination.
