Shepard is also less useful to them in low Control. He basically flunked everything, he's worthless to them, he failed to unite the galaxy, gave in to the pressures of others in preserving the Collector base, he's basically worthless as far as they see him. At higher EMS he's a prize to be won, at lower EMS, he's a failure to mercifully end.
He says he's not thrilled about it. But if that's the case, why offer Shepard the choice at all? He does nothing to stop him.

Just having one question- the bolded part.
In this case, why does the catalyst offers destroy to Shepard if he doesn't want Shepard to choose it?
Because of two reasons;
If Shepard DIDN'T have such an option, he would figure something is up, as would we. Destroy is an example of the logical phallacy "poisoning the well" he gives us new consequences to drive us away from Destroy, basically telling us;
"Ok yeah, you could pick that, if you want to, but bad things will happen if you do. I've got some better options, why not try those instead?"
And in the original ending (Pre EC, which is to say, pre-fanservice pandering.

) The "Catalyst" DIDN'T offer Shepard the choice of Destroy. Anderson did, showing Destroy in that funky little flash forward thing, then the Guardian tells you all the reasons that Destroy is bad, to get you away from it.
Besides, one way or another, who would you trust more? Saren? The Illusive Man? Or Anderson?
