Doubtful. The Citadel is maintained by the Keeeprs only. In ME1 there's a subquest where you scan the Kepers to get to knnoow their workings. Apart from that the Citadel's internals are an unknown.
In that case we can assume, that it's highly unlikely that the citadel is the catalyst. At least if we stick to face value.
As far as I know, our cuddlefish-friends aways assaulted the citadel first - so how could the first scientists at that time even start building something that huge and complicated as the crucible without direct access/plans to/of the most important part of their device?
Reverse engineering is one option. The other is that the Citadel is considered as a black box and used without understanding its influence on the main Crucible gun. After all, the Citadel just accelerates what the Crucible fires.
Let me remind everyone again that there
is no Catalyst in the literal ending. Catalysts don't change.
-Can't be Starbinger, because the "Crucible changed [him]"
-Can't be the Citadel, because it explodes
-Can't be Shepard, because he dies/is turned into a husk/is severely injured
-In IT, Stabinger
