No idea. The arm on the left appears to be Shepard's. The background appears to be Earth. The arm on the right appears to be male. Not enough for me to form a speculation over. 

It might be a reference to The Creation of Adam by Michelangelo. Organics create Synthetics.

It appears that you are right about that. But I think we can all agree that it doesnt mean anything. For one, the Earth is already lit red with flames and destruction at that point.

I was just looking at my CE artbook and noticed the scene on the cover for it...It is of someone in N7 armor reaching down to pull someone with a bare arm up...I don't know why, but the moment that I looked at it, the idea of a "Shep wakes up scene" popped into my head.

It's not at the very end on Rannoch where it's mentioned. It's mentioned on the Normandy after the misson. Now I gotta look for it.

My only speculation on this pic is that in our last dream, we saw an alternate version of ourself, the Shepard that  sides with Starbinger and burns, this pic could be hinting at ANOTHER Shepard, the true Shepard or Shepard's "super-ego" if you will, pulling up the real Shepard from the ground after the hallucination...

That's too far into the speculative side I guess...

Besides what's obvious in the imagery of Shepard's arm pulling someone out of the rubble, maybe it's symbolic of Shepard pulling himself  out of the rubble... Just a thought, a possible interpretation.

Didn't someone had the idea, that Bioware might be planning a MP-Event to "Rescue Shepard" as a possible tie in with the EC?

Keeping this idea in mind, the person in armor could be of one of the Multiplayer N7 Operatives
